today. with the evening and the cloud cover, it will be mild, upper 40s to the lower 50s. we are featuring more sunshine for super bowl. we are also talking about rain returning for the upcoming work week. finally february will bring us a little bit of rain. i'll detail that for you in a little bit. carolyn. >> lisa, thank you. we have new developments this morning in the nearly three decade-oldies appearance of kevin cool. abc7 news has learned the name of a key figure in this case and why police are hoping it will bring an end to this long investigation. ten-year-old kevin collins disappeared almost 29 years ago, last seen at a bus stop in san francisco. abc7 news reporter said the main person of interest in the disappearance had a rap sheet that included kidnapping. >> abc7 news was the first on scene tuesday when police took jackhammers into this home on masonic avenue.

that's where dan therrion lived. he also went by the name kelly. he was questioned six days after kevin collins disappeared. they went to question him six days after kevin disappeared. but they went back this year and tore up the floor that might link him to the boy. home is right away cross the street from kevin's old school. therrion he had a dog. lead investigator told abc7 vic lee a key detail of what two witnesses saw way back in 1984. >> we had another adult witness telling that they saw kevin in front of 1106, 1108 masonic. there was a white man there

again in his 20s or 30s and had a big great dane black dog. >> during this week's search, cadaver dogs located bones in the police of that home. they say the bones could be from an animal but they went him to a crime lab just to make sure. the man they are focusing on, dan therrion, died five years ago in 2008. >> abc7 news. new this morning, oakland police are investigating a shooting that killed one person and wounded another. it happened near the oakland art gallery walk last night just before 11:00. one person was found dead at the scene. the second rushed to the hospital. police say no arrests have been made. neighbors in fairfield are reacting to a disturbing discovery at a popular park. a teenage girl's body was found near a gazebo at allen whit park but it's unclear what caused her death. allen wong has the details from fairfield. >> word of the young teenage

girl found in this park brought lydia and her family. >> since we have kids of our own, just to think about what this poor girl might have gone through. >> city police say the girl in her early teens was reported missing yesterday evening around 5:30. around twelve hours later her naked body was discovered at allen whit park. that's in fairfield. police aren't sure how she died because there are no wounds. she lived there but attended school in fairfield. the girl's guardian reported her missing. >> she'd last seen in the morning getting on the bus to go to school. normally she was returned about 5:30 but she didn't so that's when they worried. >> this man said he saw something strange when he drove around the park around 5:00 a.m. >> i seen a car parked in the parking lot facing our direction and there was a large man

standing in front of it just standing there. and it just looked odd to me. >> police say there are two surveillance cameras on both ends of this park and what those cameras captured could solve this case. reporting in allen whit park in fairfield, i'm allen wong, abc7 news. 49er fans are preparing for tomorrow's super bowl between the niners and ravens, and the city is preparing too. with the new strategy officials hope will prevent a repeat of the rowdy celebrations after the giants world series win. abc7 7 news reporter kira klapper reports live from the mission strict that saw a lot of vandalism back in october. core raw, some of themer chance there are rather apprehensive. >> absolutely, carolyn. mer chance are still reeling from the vandalism they endured during those destructive fan celebrations after the giants won the world series in october.

it responsibly. >> for those fans who don't celebrate responsibly, they could end up like these 14 people who are now facing prosecution for destruction they caused after the world series. many were caught with the help of social media. the district attorney's office says they will use the tool of social media during and after the super bowl tomorrow to monitor any potential destruction that might go on. they will find those people through social media. they say it's an easy tool to use and they will be using it. >> reporting live in the mission district, kira klapper. abc7 news. >> kira, thank you. let's turn to 49er quarterback colin kaepernick. it turns out he has close ties to a camp for children with heart disease. it's near his hometown. our reporter explains kaepernick's connection to camp

taylor. >> after his win against the miami dolphins last month, quarter neck collin kaepernick got a new friendship bracelet made by the children at camp taylor. what they don't know is he always carries the first one they made for him. after his nfl draft he wanted to support a local charity. he chose camp taylor which offers free medically supervised camp for children with heart disease. >> he lost an older brother with heart disease so he wanted to find a charity to give back to honor his parents and family. >> kaepernick was only scheduled for three hours at his first camp but stayed seven. he played in the pool, joined discussions on heart health, and even sang with his parents in front of the entire camp. >> when collin came back with the camp, he didn't come out with an entourage ever camp. -- of people. he drives in with his college car and he really cares. it's not just for fun and pomp and circumstance. it's real. >> kaepernick checked in regularly and he surprised the camp recently with a new fundraiser.

>> a preschool in the southern california city of carson is shutting down while two cases of sex between preschool children

are investigated by authorities. the father of a four-year-old boy plans to file a lawsuit monday against the first lutheran church of carson after his son described receiving sex from a five-year-old girl a at least one other child from the school said he also received sex from the same girl. state department of social services has cited the school for at least one sexual incident between the kids plus lack of overall supervision and an improper teacher-child ratio. child protective services is investigating the girl, but could not comment on the investigation. and blue cross health insurance is hitting hundreds of thousands of customers with a double-digit rate increase starting today. consumer advocates are outraged. the story from abc7 news capital correspond tent nannette miranda in sacramento. >> she was starting on february when her insurance will skyrocket from $635 a month to

nearly $800. >> i'm mad about it because they are trying to take advantage of thing he before the obamacare takes effect. they are trying to get their rate increases in. >> 730,000 californians who buy private insurance through anthem saw an average 17.5 increase but some are getting hit with an increase as much as a 26% jump. the consumer watch dog said this is the third or fourth rate hike in two years from an insurer who said their parent company made $2.7 billion in profits last year. anthem said the industry had to raise rate. they aren't the only one. >> due to increasing medical costs and due to a pool of people that is generally older and sicker than they were last year, we have to raise rates to cover our costs. >> in fact, even with the rate hike, anthem said it's taking a 2.5% loss on this group of consumers. >> it's outrageous. >> consumer groups point out the standard and poors healthcare

economic index found the rate of increase in the industry slowed to 5% last year. they are questioning the need for the increase. >> i think what they have just done is a perfect example of why we need to have rate regulation in california. >> fifteen states, including california, have no authority to control rates. an initiative is already in the works to give the state's insurance commissioner the power to reject rate hikes. she wants to hang on until 2014 when people can buy health insurance on a competitive online exchange. >> hopefully it will lower the rates because of the quantity of the people being covered should increase the revenue to the lower companies and they should lower the rates. >> he said rates will be regulated under the federal health insurer rate which they must send 80 to 83% of every dollar on care. abc7 news. >> well, it's going to be an early spring accord together weather predicter punxsutawney phill. his prediction came at 4:27 this

because that solar radiation being blocked a little bit from the high and low clouds. 43 napa. good morning, fairfield. one of the cooler spots at 49. it's 46 half moon bay. 36 in san jose and plenty of low clouds here, allowing for reduced visibility from watsonville to monterey. the worst spot is up here, santa rosa, quarter mile visibility. six miles visibility in the inland east base and livermore. we will look at the hazy afternoon sunshine. the fog lifts. we will still have the high clouds. temperatures on the mild side. certainly not as mild as yesterday. no more 70s but some low to mid-60s. cooler days will arrive by the middle of next week and we do have some rain finally to talk about. it looks like by the end of the upcoming work week. beach hazard once again tonight through tomorrow morning with the sneaker waves. avoid the slippery rocks and stay back from the water's edge

from the north coast all the way down to the monterey bay. the swells will be building throughout the weekend. here is the area of low pressure coming up from the south. you notice most of the cloud cover from suggest earn california, the central coast and even the north bay looking at some filtered sunshine. high pressure still firmly in control, and this will allow for the hazy afternoon skies. a spare-the-air day as the higher pressure pushes down on the atmosphere. the air quality is certainly not great. we are looking at light winds except at the coast. with those onshore winds it will be a little bit cooler there. we will try to mechanics out some of the haze there. in the southeast, new orleans. temperatures fairly similar to what we have back home with numbers in the mid-60s. partly cloudy right on through the weekend into monday as well. back home looking at lower 50s in the southern sierra. upper 40s with the dwindling snowpack in the northern sierra. hopefully getting some snow by

finally coming to an end at devil's slide along the san mateo county coast. the area is notorious for major accidents and rockslides that can quickly back up traffic. workers are now putting the finishing touches on two tunnels to by pass that dangerous part of highway 1. they have some pretty cool features like wind turbines that turn on when carbon monoxide levels get too high. they can also alert drivers on their car radios of any energies. the grand opening may come as early as this spring. new this morning, mayor ed lee is look way beyond tomorrow's super bowl to help san francisco cash in on big time sporting events engine wants to establish a permanent none profit organization to help bring future events here, including the 2024 olympic games. the mayor said yesterday the idea grew out of recent efforts to raise up to $20 million to help cover the city's cost for

from a quarter mile santa rosa to two miles in novato with three miles san jose and about five miles at the airport. so no problems yet, although we will look for some filtered sunshine. mostly cloudy start with spare the fog. we have hazy afternoon sunshine on the way. yesterday well up to the low 70s in oakland and watsonville. back into the 60s with a cooler air mass, slightly cooler. we will look for more sunshine tomorrow for super^bowl sunday and cooler weather will arrive say about wednesday. maybe some rain by the end of the upcoming work week. so that would be a plus. it's been quite some time. beach hazard as the waves continue to build throughout the day today and into tomorrow. anywhere from the north coast to the monterey bay we're looking at conditions that will provide some railroad dangerous currents and it could sweep you out at any time. the sneaker waves come up and just do that. never put your back to the owing. here's a look at all of the

cloud cover. it is being pulled up from the north. so we are looking at not only the higher clouds, but with that the filtered sunshine and the temperatures cooling off just a little bit today. but still high pressure is firmly in control and it's going to stay with us not only today, it's going to be with us the second half of the weekend. it's a strong ridge. it will re-establish itself tomorrow. we will see more sunshine tomorrow as that low kind of moves away. but then in the next couple of days it finally begins to move on off back to the southeast. for today notice all the sunshine where katie is. more mid-60s throughout the afternoon today, tomorrow and into monday. looking like a fine forecast there. back home a little bit warmer than average. once again, fresno 68. 75 los angeles with 66 in vegas and more mid-60s for the south bay, and antioch low 60s. cooler in oakland, san francisco. a bit of an on shore push. half moon bay at 60. partly cloudy to mostly cloudy
